python-gammu1 2.12

Shortly after initial python-gammu release I've realized that some files were missing in the tarball and this release fixes that.

• Include data required for tests in tarball.
• Include NEWS.rst in tarball.
• Fixed possible crash when changing debug file.
• Fixed various errors found by coverity.
